Military and police career
Sepúlveda was an officer of the Chilean Army who attained the rank of brigadier general. In 1922, while holding the rank of colonel, he served as director of the School of Carabineros.
Following the establishment of Carabineros de Chile on 27 April 1927, Sepúlveda became Director of Personnel. He was subsequently appointed to a commission tasked with merging the School of Carabineros and the Police School into a single training establishment.
The commission was established on 31 May 1927 and also included Major Eduardo López Donoso, director of the School of Carabineros, and Commissioner Humberto Contreras de la Vega, director of the Police School. Its work resulted in Supreme Decree No. 3,881 of 8 June 1927, which formally unified both institutions under the name School of Carabineros de Chile.
Director General of Carabineros
In 1929, Sepúlveda succeeded Agustín Moreno Ladrón de Guevara as Director General of Carabineros de Chile, during the presidency of Carlos Ibáñez del Campo. His appointment followed his earlier involvement in the administrative organization and professional training of the newly established police institution.
He remained in office until 1930, when he was succeeded by Ambrosio Viaux Aguilar.
