Biography

Military and police career

Parada was an officer of the Chilean Army who attained the rank of brigadier general. Following the establishment of Carabineros de Chile on 27 April 1927, he assumed command of the Santiago Carabineros Corps, which subsequently became the General Prefecture.

On 27 September 1927, President Carlos Ibáñez del Campo's government established the General Directorate of Carabineros through Supreme Decree No. 6,513. The decree consolidated five existing administrative directorates under a single authority and appointed Parada as the institution's first director general.

His appointment formed part of the initial organization of the newly unified police institution, whose senior leadership was largely drawn from the Army and the former Carabineros Corps.

During his administration, Parada authorized the acquisition of a radio transmitter to improve institutional communications. Broadcasting began on 15 October 1928.

Parada remained in office until October 1928, when he was succeeded by Army Colonel Julio Olivares Mengolar.
