Mission
Identify and promote commercial enterprise initiatives between public and private sector that support stability operations and the indirect Lines of Operations of CONPLAN 7500.
Deliverables & Concrete Outcomes:
- Educate USG on current best practices/considerations for promoting economic development in conflict and low infrastructure areas
- Educate USG on available resources, skills and organizations that can support this effort
- Develop concepts and generate momentum toward filling development needs in post-conflict areas:

Key Issues:
Program Management, Project Finance and Needs Assessments
- Developing and propagating these skills for ODAs and indigenous actors to better develop project IDeaS, plans, and requirements.
- Though initial efforts focus on individual, Basic skills development, project and micro-finance will be key to Long term economic development.
Corporate Social Responsibility
- Members of the private sector have developed project management skills similar to those conceptualized by this P3 initiative through their CSR/Community Engagement activities in conflict zones.
IT/Sourcing/Inventory
- Organizations like Amazon have developed innovative and low-cost inventory capabilities to deliver product from disparate sources.
- Best practices from companies like Able Body should be captured to show how an individual/company can leverage new skills and unskilled labor to accomplish projects.
Training
- Companies like Home Depot have do-it-yourself (DIY) training materials that can be translated and mapped to target areas/cultures in Afghanistan.
- Focus should be on teaching indigenous partners how to use multi-function tools.
- Agriculture - to include irrigation, pest control, etc.
- Construction - to include buildings and roads
- Engineering - especially electrical and mechanical
- Logistics - especially getting perishable goods to lucrative markets
