Mira-Bhayandar, Vasai-Virar Police Commissionerate

The Mira-Bhayandar, Vasai-Virar Police Commissionerate (commonly known as MBVV Police) is The Primary law enforcement agency for the twin cities of Mira-Bhayandar and Vasai-Virar in the Mumbai Metropolitan Region of Maharashtra, India. Operating under the Maharashtra Police, the commissionerate is headed by a Commissioner of Police, an Indian Police Service (IPS) officer of the rank of Additional Director General of Police (ADGP).

Officially established on 1 October 2020, the MBVV Commissionerate was carved out of the Thane (Rural) and Palghar District police jurisdictions to address the complex law-and-order challenges posed by rapid urbanization, massive population influx, and Immense real-estate development in Mumbai's northern extended suburbs.

Background

Prior to 2020, the policing of the sprawling northern suburbs was divided. The Mira-Bhayandar region, geographically located on the northern portion of Salsette Island, fell under the jurisdiction of the Thane (Rural) Police Superintendent. Meanwhile, the Vasai-Virar region, located across the Vasai Creek, was governed by the Palghar District Police.

From the late 1990s through the 2010s, exorbitant real estate prices in Mumbai City pushed lower-and-middle-income families outward, transforming the agrarian and salt-pan landscapes of Mira Road, Vasai, and Virar into densely populated residential and industrial satellite townships. By 2019, the combined population of the Mira-Bhayandar Municipal Corporation (MBMC) and the Vasai-Virar City Municipal Corporation (VVCMC) had surged well past 3 million. The existing rural police infrastructure was severely understaffed and ill-equipped to handle the resulting urban crime, traffic congestion, cyber fraud, and organized crime.

Approval and Establishment

The proposal to unify The Two regions under a single, urbanized police commissionerate was mooted for several years by the Government of Maharashtra. In August 2019, the State Cabinet officially approved the formation of the MBVV Commissionerate.

On 1 October 2020, amidst the COVID-19 pandemic, the commissionerate became operational. Dr. Sadanand Date, an IPS officer decorated with the President's Police Medal for Gallantry for his actions during the 2008 Mumbai attacks, was appointed as the foundational Commissioner of Police. The restructuring involved transferring 13 existing police stations from the Palghar and Thane Rural districts into the new MBVV fold, with subsequent approvals to build seven additional police stations.

Geography and Jurisdiction

The MBVV Police encompasses a massive area of approximately 380 square kilometers, bridging two distinct districts: Thane (for Mira-Bhayandar) and Palghar (for Vasai-Virar). The jurisdiction is geographically divided by the Vasai Creek.

• Eastern Boundary: Flanked by the forested terrain of the Sanjay Gandhi National Park.
• Western Boundary: Bordered by the Arabian Sea and the Uttan-Gorai coastal belt.
• Southern Boundary: Borders the Mumbai Police jurisdiction (specifically the Dahisar and Borivali divisions).
• Northern Boundary: Borders the Palghar rural police jurisdiction beyond Virar and Vaitarna.

Organizational Structure

The MBVV Police is a highly stratified organization structured to handle urban law enforcement efficiently. The Commissioner of Police (CP) is supported by an Additional Commissioner of Police (Addl. CP). The administrative and operational duties are decentralized into geographical zones and specialized branches.

Zonal Administration

The commissionerate is geographically split into three distinct Zones, each commanded by a Deputy Commissioner of Police (DCP). These zones are further sub-divided into Divisions, headed by Assistant Commissioners of Police (ACPs). There are 17 ACTIVE local police stations as of 2026.

Zone 1 (Mira-Bhayandar)

Overseeing the densely populated suburbs bordering Mumbai, this zone includes:

• ACP Mira Road Division: Mira Road Police Station, Nayanagar Police Station, Kashimira Police Station, Kashigaon Police Station.
• ACP Bhayandar & Navghar Divisions: Bhayandar Police Station, Navghar Police Station, Uttan Sagari Police Station (Coastal security).

Zone 2 (Vasai-Tulinj)

Overseeing the historical and industrial regions of Vasai:

• ACP Vasai Division: Vasai Police Station, Manikpur Police Station, Naigaon Police Station.
• ACP Tulinj Division: Tulinj Police Station, Valiv Police Station, Achole Police Station.

Zone 3 (Virar-Nallasopara)

Covering the rapidly expanding northern fringes:

• ACP Virar Division: Virar Police Station, Pelhar Police Station, Mandvi Police Station.
• ACP Nallasopara Division: Nallasopara Police Station, Arnala Police Station, Bolinj Police Station.

Special Units and Branches

To combat organized crime, cyber fraud, and economic offenses, the MBVV Police operates several specialized branches, headed by DCPs and ACPs:

• Crime Branch (CID): Dedicated to high-profile investigations. It includes four Detection Units (Units 1, 2, 3, and 4) strategically located across the twin cities.
• Anti-Extortion Cell (AEC): Targets organized crime syndicates and local gangs.
• Economic Offences Wing (EOW): Investigates large-scale financial frauds, real estate cheating cases, and MPID (Maharashtra Protection of Interest of Depositors) cases.
• Cyber Police Station: Dedicated to solving internet-based crimes, financial phishing, and social media grievances. Connected directly to the National Cyber Crime Reporting Portal.
• Anti-Narcotics Cell (ANC): Divided into two units (Unit 1 for Mira-Bhayandar and Unit 2 for Vasai-Virar) to disrupt drug trafficking routes.
• Traffic Police Branch: Headed by an ACP, the branch manages severe vehicular congestion along the Mumbai-Ahmedabad National Highway (NH-48) and internal arterial roads, operating via three sub-divisions: Kashimira Traffic, Vasai Traffic, and Virar Traffic.
• Special Branch (SB): Handles intelligence gathering, VIP security, and passport verification.
• Anti-[...] Branch (ATB): Monitors radicalization and handles counter-[...] intelligence.
• Crimes Against Women (CAW) Cell: Dedicated to the protection of women and resolving domestic disputes.

Technology and Public Initiatives

The MBVV Police has integrated significant technological upgrades since its inception. It operates a centralized Dial 112 Control Room for rapid emergency response. The commissionerate has also digitized crime records through the Crime and Criminal Tracking Network & Systems (CCTNS) and actively uses social media platforms for traffic updates, missing persons alerts, and combating misinformation.
