Kamen Rider Heisei Generations: Dr. Pac-Man vs. Ex-Aid & Ghost with Legend Riders

is a 2016 Japanese film in the Movie War line of the Kamen Rider Series. It serves as a crossover between the television series Kamen Rider Ex-Aid and Kamen Rider Ghost. The film features the series' two lead heroes and their allies, with assistance from Kamen Rider Wizard, Kamen Rider Gaim and Kamen Rider Drive, confronting an evil organization led by the elusive villain known as Dr. Pac-Man. The film was released nationally in Japan on December 10, 2016. The film did well at the box office, with a total gross of ¥723 million (US$6.3 million).

Plot

The Genm Corporation building comes under attacked by an armed group that reaches Kuroto Dan's office to relieve him of some Gashats and a Gashacon Bugvisor. Some time later, people are being attacked by living viruses in the form of Pac-Man. Emu Hōjō and Asuna arrive to deal with the threat as Takeru Tenkūji, Akari Tsukimura, and Onari Yamanouchi show up. The Two Kamen Riders recognizing each other as Emu concludes that they are watching a mass Bugster infection. When Takeru loses his ability to use Eyecons after the Pac-Man viruses attack him, Emu deals with them before two of the armed group members approach to kidnap one of the students infected by the virus. Though the others get the student to safety, Ex-Aid is defeated by the Doral Bugster while Takeru is overpowered by the swordswoman before the two leave with their leader Dr. Pac-Man.

At the CR, Emu finds inclusive results in examining the infected student Tōgo Kiyomiya, who is revealed to be creator of the "Hatesate Puzzle" mobile game. Later, the meeting over the Pac-Man epidemic is held as Emu theorizes that Takeru was targeted as the Pac-Man viruses designated him as a ghost like the enemies in the Pac-Man game. Taiga Hanaya then arrives with Kuroto, who reveals that Dr. Pac-Man's group stole the Proto-Gashats. When Tōgo attempts to leave, Emu and Takeru try to convince him not to leave with Hiiro Kagami, Taiga Hanaya insisting they keep an eye on him. Later, as the Doctor Riders keep an eye on Tōgo, Takeru's group pays a visit to Shinnosuke Tomari and learn that the armed group are unethical researchers of the Next Genome Institute who vanished six years ago during a mysterious operation and that Dr. Pac-Man is likely the head researcher Michihiko Zaizen.

After Tōgo comes to after a seizure, Dr. Pac-Man appears as Emu and Asuna try to get him to safety before they are countered by his subordinates. No longer needing the Dr. Pac-Man guise, Michihiko explains that he and his co-workers were sent to the Game World after they were converted into data by original Bugster viral strain that they were extracting six years ago. The process have turned them into Bugsters bent on revenge, revealing the Pac-Man virus was a means to track down Tōgo who is revealed to be infected with a new undetectable strain of the Bugster Virus as it flares up with the creation of the Hatena Bugster. Makoto Fukami and Alain arrive as Takeru and Akari get infected by the Hatena Bugster with a virus that will kill them within a day unless he is destroyed. The Kamen Riders are overpowered as Michihiko sucks Tōgo's body into the Bugvisor. But Kiriya Kujō arrives with Hiiro and Taiga as they give Kaigan Ghost Gashat that Kuroto developed. As Kamen Riders Brave and Specter fight Ageha as the Giril Bugster, Kamen Riders Sniper, Laser, and Necrom deal with the Doral Bugster.

Meanwhile, Michiko creates a giant Pac-Man virus to keep Emu and Takeru at bay as he and Hatena take their leave. Refusing to give up despite being unable to transform, Takeru regains his powers as he and Emu transform into Kamen Riders Ghost Ex-Aid Damashii and Ex-Aid Kaigan Ghost to obliterate the Pac-Man virus and cure those it infected. However, Kazushige and Ageha have escaped after wounding the others and Michihiko uses his research and Hatena's power to complete his transition into the ultimate being. The next day, the CR confirm Takeru and Hikari have the Game Disease and have eight hours to be cured. With the other Riders injured, Emu and Takeru decide to confront Next Genome as they are joined by Haruto Soma, who feigned siding with Michiko by teleporting the police away to let the younger Kamen Riders in Next Genome's lair. Shinnosuke joins the fray as well, receiving Mr. Belt from Kamen Rider Gaim. As Kamen Riders Wizard, Gaim, and Drive defeat the Doral, Giril, and Robol Bugsters, Ghost has a hard time fighting Hatena in his strongest forms when Oda Nobunaga's spirit appears to bestow Takeru the Tenkatouitsu Ghost Eyecon.

Meanwhile, revealing his intent to turn Tōgo into a being like himself as the first of a new race of disease-resistant humans, Genomes easily overpowers Ex-Aid while revealing Emu as the patient that he extracted the Bugster Virus from years ago. Perplexed on how Emu survived for so long, further livid by the doctor's words reaching Tōgo to fight back, Genomes decides to torture Emu by adding the Proto Mighty Action X Gashat to his Gamer Driver. But the residual virus within Emu's body reacts, combining the two Mighty Action X Gashats into one that causes Emu to split into Ex-Aid Mighty Brothers Level XX. As Ghost destroys Hatena, the two Ex-Aids destroy Genome before recombining back with Emu having no memory of what just occurred to him. After the five Kamen Riders part ways, Emu hands Tōgo over to Hiiro before resuscitating Takeru when he suddenly suffers cardiac arrest. With the incident solved, the Riders and their friends take their separate ways. Back at Genm Corp, after the Proto-Gashats and Bugvisor are returned to him, Kuroto admits that he got a lot of beneficial data from the turn of events as he obtained the Pac-Man Gashat and inspiration for a new Gashat: "Perfect Puzzle".
