Empire Bay (Mafia)

Empire Bay is the fictional city for the setting of Mafia II. It is based on both New York City and San Francisco. It was originally named Empire City earlier in the game's development.

Geographical Information

The city is surrounded by countryside, and the map is going to be open ended, with an area of around 10 square miles.

The player will be able to buy safehouses where they can store weapons and loot and use as a home.

Restaurants will be accessible to buy food like hamburgers, sandwiches, and drinks, such as CoFFEE, to restore lost health. Gas stations are also featured. Vito can go into clothing stores and purchase different outfits.

The game will feature around 20 neighborhoods.

Law and Order

Laws, such as traffic laws and steet laws, are strictly enforced, but the police interaction will be toned down compared to the original Mafia game.

Transport

The city has a rail line, which predominately is based upon the New York Central RR, as screenshots have shown trains in the company's livery, as well as company loco types. The railway line is also linked to a large dock/industrial complex.

Motorbikes will not be featured , but Vito will be able to hail cabs, meaning that the player does not have to drive or walk everywhere unless in a mission specific vehicle.

Cars will play an important part of the game, and upgrades can be purchased and installed on cars at the "Empire Automobile Shop". The player will have their own car and customized licence plate. Unlike the previous game, the player will be able to unlock all cars automatically, without having to learn how to steal/picklock them.

Tinkering with cars is a new dimension for the game, and engines can be replaced, cars can be resprayed different colors, the license plates can be customized, interiors can be refitted, and so on. Also, the boot (trunk) can be opened to store weapons and bodies.

Cars can suffer panel damage, get dirty (not a feature in the previous (and unmodified) Lost Heaven game) and explode. Dirty cars can be washed at a car wash. Cars can also run out of fuel, similar to the previous game.
