OSCE's Special Monitoring Mission to Ukraine (SMM) was informed of the incident by the Donetsk People's Republic (DPR), and SMM members inspected the scene.

At the time of the incident, Donetsk was and is still controlled by the pro-Russian separatist forces of the DPR, and the incident came after heavy fighting at the city's airport ended just on the previous day, when DPR forces finally overran the Ukrainian government forces, concluding the second battle for the airport.

On January 28,a DNR news source, citing pro-Russian militants, said three arrests had been made in connection with the shelling, all Russian citizens from Krasnodar. Ukrainian officials labelled it a false flag attack in order to fuel hatred for Ukrainians, while DNR officials dismissed the report.
