Directorate General for European Integration in the MFA Montenegro

History
GDEI entered in the structure of the Ministry in December 2010, replacing the Directorate that European Affairs which had dealt with European Affairs under the Multilateral Sector.
However, responsibility for relations with the European Union at the Government level in fact belonged to the Ministry of Foreign Economic Relations and Economic Affairs, formed in February 2003, and which in this form worked until October 2006.
Shortly after the restoration of state independence, in October 2006, Government of Montenegro, appointed the Deputy Prime Minister for European Integration, the Ministry became the Secretariat for European Integration.
For a brief period, 2009-2010, the Secretariat became the Ministry of European Integration, in order to proceed as a separate directorate, merged with the Ministry of Foreign Affairs of Montenegro, which is getting a new name.
Competencies GDEI
The Directorate General for European Integration performs tasks related to:
• Managing the process of accession and the accession of Montenegro to the EU in the part referring to the regular monitoring of the implementation of the Stabilisation and Association Agreement between the European Community and its Member States (hereinafter referred to SAA), on the one hand, and Montenegro, on the other hand, and coordination and monitoring of joint bodies established by the SAA;
• Coordination of the EU acession process;
• Coordinating the development and implementation of the Programme of Montenegro's accession and other strategic documents related to the process of European Integration;
• Coordinating the cooperation of state bodies with institutions, agencies and bodies of the EU, its member states, candidate countries and potential candidate countries in the accession process and accession to the EU;
• Analysis of compliance of the legal system of Montenegro with the EU EU Acquis;
• Co-ordinate the harmonization of national legislation with the EU EU Acquis, confirmation forms Statements and Tables of compliance regulations of Montenegro with the EU EU Acquis and proposing measures to harmonize legislation;
• Tracking adjustment and progress in meeting the political and economic criteria for membership of the chapters of the EU EU Acquis;
• Analytical processing of the negotiation process and coordination of activities on preparation of draft documents Negotiating Team and task forces on the individual chapters;
• Monitoring and analysis of the major EU policies;
• Cooperation with EU institutions and their bodies, in areas of their competence, as well as the diplomatic missions of other countries in terms of the negotiations on the accession of Montenegro to the EU;
• other activities within its scope.
Organisation GDEI
Directorate for EU accession
The Directorate for EU accession perform tasks related to:
• managing the accession process and accession of Montenegro to the EU in the area of coordination, analysis and reporting of process adherence and accession to the EU;
• coordinating and monitoring the implementation of the commitments undertaken by the SAA;
• Co-ordinate inter-agency preparation and participation in joint bodies established by the SAA;
• coordinating the preparation and monitoring of the Programme sprovđenja accession of Montenegro and other strategic documents related to the process of European integration;
• coordination of activities in preparation for the opening of the negotiations on the accession of Montenegro to the EU;
• coordinating the cooperation of state bodies with institutions, agencies and bodies of the EU, its member states, candidate countries and potential candidate countries in the accession process and accession to the EU;
• other activities within its scope.
Department of Political Affairs EU
The Department of Political Affairs of the EU carries out activities related to:
• monitoring the implementation of the commitments undertaken by the SAA;
• Monitoring and analysis of the major EU policies that affect the process of EU accession;
• monitoring the development of common EU policies and analyze their impact on the process of EU accession;
• cooperation with the competent authorities of the public administration and other structures in the preparation of position of Montenegro on individual issues from EU policies;
• if necessary, participate in the preparation of materials for the work of joint bodies established by the SAA, as well as the position of Montenegro in the process of negotiations with the EU;
• monitoring and analytical processing of development policy and relations with the EU, especially the enlargement policy, as well as the operation and procedures of the EU institutions;
• coordinating the preparation of reports on Montenegro's progress in meeting the criteria for EU membership, which was submitted to the European Commission for the preparation of annual reports on the progress of Montenegro;
• coordinating activities and providing scientific and technical support for meetings of the Stabilisation and Association Council, the Stabilisation and Association Council and seven subcommittees, as well as monitoring the work of the Parliamentary Committee for Stabilisation and Association Montenegro - EU;
• coordinating the preparation and monitoring of the program implementation of Montenegro's accession (PPCG);
• preparing reports on the implementation of PPCG and disseminating to the competent state administration bodies;
• other activities within its scope.
Department for Economic and Financial Affairs
In the Department for Economic and Financial Affairs performs tasks related to:
• Inter-agency preparation and coordination of negotiations with the EU in areas including the internal market, competition, economic and financial issues, trade, ie. free movement of goods, state aid, public procurement, taxation, customs, intellectual property rights, the freedom of movement of workers, right of establishment and freedom to provide services, financial services, free movement of capital, statistics, social policy and employment, information society and media, protection consumer and health, financial control, financial and budgetary provisions;
• Coordinating the work of joint bodies responsible for the provision of technical assistance to state and local governments in the process of harmonization of national legislation with the EU EU Acquis in areas that include the internal market, competition, economic and financial issues;
• Coordinating the preparation of quarterly reports on the fulfillment of obligations from the SAA and submitted to the Government and relevant government bodies;
• Preparing reports for the European Commission in the areas that comprise the internal market, competition, economic and financial issues, trade;
• Identifying of horizontal issues that arise in several chapters of the EU EU Acquis;
• Cooperation with the Department of Political Affairs of the EU to design and monitor the implementation of PPCG, as well as with other departments to work within its jurisdiction;
• Analytical processing of the negotiation process;
• Co-ordinate activities to prepare draft documents Negotiating Team and work teams on the individual chapters;
• Other activities within its scope.
Department of sectoral policies
The Department of sectoral policies perform tasks related to:
• coordination of negotiations with the EU in the area covered by sectoral policies: agriculture and rural policy and fisheries, industrial policy, small and medium enterprises, transport policy, energy, telecommunications, environmental protection;
• coordinating the preparation of quarterly reports on the fulfillment of obligations from the SAA and submitted to the Government and relevant government bodies;
• coordinating the preparation of reports on Montenegro's progress in meeting the criteria for EU membership, which was submitted to the European Commission for the preparation of annual reports on the progress of Montenegro;
• preparing reports for the European Commission in the area that includes sectoral policies;
• coordinating activities and providing scientific and technical support for meetings of the Stabilisation and Association Council, the Stabilisation and Association Council and seven subcommittees, as well as monitoring the work of the Parliamentary Committee for Stabilisation and Association Montenegro - EU;
• coordinating the preparation of reports on the implementation of strategic documents in the field of sectoral policies;
• Participation in the preparation of strategic documents and analyzes the effects of the accession process;
• preparing reports on the implementation of PPCG and disseminating to the competent state administration bodies;
• other activities within its scope.
Directorate for harmonization with the EU Acquis
The Directorate for harmonization with the EU Acquis perform tasks related to:
• Coordination of harmonization of Montenegrin legislation with the EU EU Acquis;
• analyze and monitor the degree of compliance of the legal system of Montenegro with the EU EU Acquis;
• monitoring the transposition and implementation of the EU Acquis into national legislation;
• proposing methodologies and measures for the harmonization of national legislation;
• monitoring the implementation PPCG;
• Checking the accuracy of the allegations contained in the Statement and filling tables on compatibility of Montenegro with the EU EU Acquis and to approve them;
• Provide technical assistance to ministries and other public administration in filling Statements and Tables of compliance;
• development of strategic documents, quarterly and annual reports in the field of harmonization with the EU EU Acquis and analysis of the effects of stabilization and association process in the area of harmonization of national legislation with the EU EU Acquis;
• Cooperation with EU institutions, specialized international organizations and other activities in the function of adopting standards and regulations;
• keeping records of Montenegrin legislation that are sent to the Ministry for an opinion on compliance;
• Other activities within its scope.
