It was designated on September 24, 1999 as an Affiliated Naval Reserve Ship of the [[Philippine Navy Reserve Command]].<ref name="TS100"/>

===TF Damayan===
The TS Kapitan Felix Oca was activated by the [[Philippine Navy Reserve Command]] as part of an [[Humanitarian response to Typhoon Haiyan|international relief coalition]] to assist the provinces affected by [[Typhoon Haiyan]]. They were tasked to help ferry relief goods and rescue personnel to typhoon ravaged areas of [[Leyte]] after [[Tropical Storm Haiyan|TS Haiyan]] left the province in ruins in November 2013.<ref>http://www.norway.ph/news/Events/Norwegian-Training-Center-Manila-has-chartered-a-vessel-that-will-sail-to-Tacloban-with-relief-goods/</ref>
