Tafsir Malick Ndiaye

Tafsir Malick Ndiaye (Born February 7, 1953 in Kaolack, Senegal) is a Judge of the International Tribunal for the Law of the Sea.

Biography

After receiving his first diploma from the Institute of Advanced International Studies of the University of Paris (and being first in his year, 1980), he received a postgraduate diploma in Public Law, specializing in public international law, from the Paris X University Nanterre as well (cum laude, first in year, 1980). He earned another postgraduate diploma in political studies the next year, specializing in international relations. He also received a degree from the Centre for Studies and Research in International Law and International Relations at The Hague Academy of International Law in 1981.

He became a Doctor of Law from the Paris X University Nanterre in 1984 with magna cum laude.

He became an Assistant Lecturer at the Paris X University Nanterre in 1981 and simultaneously held the position of Assistant at the Collège de France under Professor [René Jean Dupuy] :fr:René-Jean Dupuy's Chair of International Law. After becoming a Doctor of Law, he became a Lecturer at the Cheikh Anta Diop University of Dakar in 1984. He started holding the position of Director of the Research Centre of the Faculty of Law at the Cheikh Anta Diop University of Dakar in 1985.

He became a Counsel and Co-Agent of the Government of Senegal in the case of the delimitation of the maritime boundary between Senegal and Guinea-Bissau before the Arbitration Tribunal of Geneva (1986–1989) then the International Court of Justice in The Hague (1989–1991). He was also an advisor to the Government of Senegal on Senegambia (1986), a UN consultant (undertook several missions for the United Nations, starting in 1989). Became a Legal Adviser to the Senegalese Government in the negotiations concerning Senegal’s commercial debt with the London Club (1989) and the Rapporteur of the Commission on the Reform of the Senegalese Electoral Code in 1991.

He was also consulted and participated as an expert to the Global Coalition for Africa (Washington, DC). He is also a Jurisconsult and a visiting professor at various universities .
