Sonic the Hedgehog 3C was a cancelled complication of Sonic 3 and Sonic and Knuckles , it was started with the first build of it , the first 0408 Build , featuring an early version Mushroom Hill and Flying Battery , let's go for it !
Development
Sonic 3C Project was started somewhere after Sonic 3 , but it could be the Sonic and Knuckles stuff in this game was created started before Sonic 3 even released, the Nov 3 1993 Sonic 3 Prototype can confirm that , since it has early Sonic and Knuckles stuffs like the Bonus stages , Flying Battery with it's full graphics was here !
What I mean is , they ( Developers of Sonic 3 ) just save a copy of Sonic and Knuckles stuff files since the developer's plans are to split Sonic 3 into two games , then scrap it one by one .
This game was splitted and turned into Sonic & Knuckles after the idea of Lock-on technology came out , and it started with Sonic and Knuckles 24-05-1994 Prototype.
Sonic 3C 0408 ( 8th April 1994 ) Build
This was the first ever build of Sonic 3C , featuring the easily tricked red headed echidna , Knuckles as a playable character and early Sonic and Knuckles zones .
Knuckles
Knuckles was a playable character here , however it's still lack sound effect , making it so uncomfortable to play .
Actually Knuckles is a playable unfinished character in Sonic 3 Alone , so basically Sonic 3C just adds the sprites , spawnpoints and extra codes .

8th Zone , ID 04 - Flying Battery
This zone layout and object placement has a stroke , making this zone can't be finished in certain parts . Also this zone has a early and different layout from Sonic and Knuckles .The music also has a problem , the echo was playing uncorrectly here .
7th Zone , ID 07 - Mushroom Hill
Welcome to Mushroom Hill but ... it is different , some layout are different , like there's a spring near the entrance of the Special Giant Ring making it's possible to lock yourself , but the door can be opened automatically ( Automatic Door in 1994 be like). Also this zone layout (almost) matches the scrapped Sonic 3's Alone Mushroom Valley object layout.
9th Zone , ID 08 - Sandopolis
It's the same but has some object layout differences , also in the you can move left or right in the cutscene of this zone.
10th Zone , ID 09 - Lava Reef
Act 1
It's the same but has some layout , some objects can hurt Super Sonic though .
Act 2
It's the same but first , the palette are different from the final version , the lava doesn't cooled down .
Lava Reef Final Boss
It's also the same but after you defeated the boss , you can't go to the Hidden Palace , only Knuckles transition allows him to go to the Hidden Palace
11th Zone - Sky Sanctuary
Act 1 ( Hidden Palace )
* Sonic can't access this zone without the level select and debug mode .
* This zone was called " Sky Sanctuary Act 1 ".
* This zone plays Sky Sanctuary's theme instead .
Act 2
* This zone was called " Sky Sanctuary Act 2 " although the Sonic 3 version of the Sonic and Knuckles zones title card doesn't has the act numbers .
* Some layout differences are here .
12th Zone - Death Egg
It's almost the same but lacks sound effects
* The overscan border was red , and it has palette differences .
Death Egg Final Boss
Really imcomplete but at least the graphics was here
There's an early version of the tiles used during the boss fight .
13th Zone - The Doomsday
Really imcomplete but at least the graphics was here
* The Background palette was the same as Death Egg Act 2 background palette.
Bonus Stages
Slot Machine
* The possibility to get 3 Robotniks are higher
* The graphics of the machine are quite unfinished ( the top of the machine are unfinished )
* The layout are different
* The background aren't moving , just static.
Glowing Spheres
* It uses Sonic 3 Prototype's palette
* The Background are animating , but messed up
* It's basically Sonic 3 Prototype's unfinished Glowing Spheres bonus stage but with animating background .
* The spheres are different and not functioning.
Super Emeralds Special Stages
* All five special stages are almost different from the final version special stages
* Special Stage 3 will became Special Stage 8 in Sonic & Knuckles
* Special Stage 7 are the same with Sonic 3's Special Stage 7.
Data Select differences
* Knuckles are selectable in 1-Player Mode
* Sonic & Knuckles zones will not be saved , leaving the player Sonic 3 Zones only.
* The data select's theme instruments glitch are still here .

Sonic 3C 0517 ( 17th May 1994 ) Build
Sonic the Hedgehog 3C 0517 ( 17 May 1994 ) are the second and the last leaked build before moving on to Sonic and Knuckles .
This build is also the first build that can be completed ( except The Doomsday , yes this zone are finished but it is still unreachable and the only way to access this zone are from the level select ) .
Knuckles
This red headed echidna now has sound effects unlike Knuckles in the 0408 version

Finally ! The Sound Effects has been added
7th Zone - Mushroom Hill
Most layout are finalised but the are some differences here .
8th Zone - Flying Battery
* The layout are fixed
* The echo bug from Sonic 3 still here .
9th Zone - Sandopolis
Almost the same , and while you entering the ACT 1 , you can go right of left unlike the final version of Sonic and Knuckles where the controls are locked
10th Zone - Lava Reef
* Tails seems to have some collision problems ( go change your shoes and buy a new one tails ! )
* Now Act 2 has it's final version palette but the palette will only stay there if you starts this act from act 1 , not going into Bonus Stages and Special Stages , if you goes to Special Stage or Bonus Stages , the palette will changed back to the old 0408 palette .
Lava Reef Final Boss
The same as 0408 build but at least you can go to the Hidden Palace now .
11th Zone - Hidden Palace
* The title card now saying " HIDDEN PALACE " and the act numbers are disabled .
* The theme used are Sky Sanctuary's .
* There's secret S monitors here .
12th Zone - Sky Sanctuary
* The title card now using back Sonic 3's Alone code .
* What I mean is the title cards doesn't use Act Numbers like in Sonic 3 Alone Scrapped Sonic and Knuckles zone leftovers .
Sonic 3 and Mecha Sonic ( Sonic vs Mecha Sonic Battle
* The results tally doesn't lock Sonic or Tails after defeating Mecha Sonic.
* Sonic and Tails just teleports directly to the Death Egg without even a cutscene . ( A shaman do that ? Just kidding . )
Mecha Sonic and Knuckles ( Knuckles vs Mecha Sonic Battle )
* Mecha Sonic lacks sound effects .
* After Knuckles defeat Mecha , the Angel Island ending cutscene plays , but there's no credits sequences , just leaving them with a " Sonic 3 " logo .
13th Zone - Death Egg
* The player just stands still in the beginning unlike in Sonic and Knuckles , they're running .
* Sound effects are added .
Death Egg Final Boss
* After beating the robot , the tiles fell down slowly unlike with fastly in Sonic & Knuckles
* After beating robotnik in the eggmobile , the game goes to the Sonic 3's Credits, but with another credits theme.
14th Zone - The Doomsday
* The background's palette is the same as Death Egg Act 2's
* Lots of rings were given at the start
* The game goes to the level select after beating the last robot.
Bonus Stages
Sonic & Knuckles Bonus Stages are completed in this prototype .
Slot Machine
* The layout has been updated
* The background seems to became static.
Glowing Spheres
* The graphics , palette are changed into Sonic & Knuckles'.
* The layout are quite similar to Sonic & Knuckles'.
Special Stages
* There is nothing to say about this , it was the same as 0408 proto .
* Super Emeralds are still referenced as Chaos Emeralds.
