Quezon City Department of Public Order and Safety

The Quezon City Department Of Public Order and Safety (QC-DPOS), formerly known as the Quezon City Civil Security Unit (QC-CSU), is a Department of the Quezon City Government in charge with the implementing traffic laws and manage city traffic, training of Barangay Public Safety Officers, regulate security & protective agencies, implementation of RA 10121 (National Disaster Risk Reduction and Management Act), and management of city-wide Rescue Teams.

History

The Quezon City Department of Public Order and Safety was established on March 27, 1990, pursuant to the provisions of Quezon City Ordinance Nr. NC-140, S-90.

This City ordinance cited that the newly created department shall absorb the Civil Security Unit, Traffic Management Unit, Anti-Squatting - Surveillance Enforcement Team, and Disaster Coordinating Council of the city government including its personnel and equipage. With this changes, these government agencies ceased to exist and replaced by division-sized units operating under the DPOS organization.

Functions

The following are the functions of DPOS as cited in its charter:

  • Provide assistance and secure the general public.
  • Augment Auxiliary Services and other agencies related to traffic management.
  • Formulate effective Plans and Programs that will improve Public Safety.
  • Provide protective and disaster relief services to the general public.
  • Issue temporary terminal permits to public utility vehicles and manage this public terminals.
  • Issue security clearances, monitor, and manage security agency operations.
  • Issue Traffic Clearance Certificates to Business Establishments.
  • Clear sidewalks of illegal vendors and obstructions.

Traffic Operations Division

The TOD is the implementing and enforcement arm of the Quezon City Government for traffic rules and regulations in pursuance to the following laws: Republic Act 7924, RA 4136 and Quezon City Ordinance No. 128. This is also the office assigned and authorized to issue temporary terminal permits for public utility vehicles operating within the Quezon City Area. The TOD is composed of several units:

  • Traffic Enforcement Unit
  • City Hall Traffic Unit
  • Traffic Engineering and Inspection Unit
  • Education and Deputation Unit

Services offered

The following are the services provided by the DPOS to the general public:

  • Address, investigate, and RESOLVE complaints and/or requests by citizens pertaining to peace and order, safety, security, traffic management, towing and impounding of stalled vehicles and disposition of vehicular accidents.
  • Inspect and investigate compliance of Business Establishments with existing laws as enforced by the DPOS.
  • Issuance of permits for motorcades, walkathons, cycling competitions, and any other similar activities that may require the use of public roads and pathways within Quezon City.
  • Provide security & escort services to funerals and clearing out of sidewalk obstructions and illegal vendors that may impede vehicular and pedestrian traffic.
  • Provide rescue and relief services during disasters and emergencies.
  • Issue temporary terminal permits for public utility vehicles.
