Project Manager Mobile Electric Power

Provide standardized tactical electric power and environmental control capabilities to the Department Of Defense (DoD) in support of National Security.

Project Manager (PM) Mobile Electric Power (MEP) supplies ruggedized power generators for all the Department of Defense (DoD) services and environmental control units for the Army. Their generators range in size from 2 kilowatts (kW) to 840 kW and their environmental control units range in size from 9k BTUH to 60k BTUH. Their products are categorized in Small, Medium and Large product lines and are used extensively throughout the military.

What MEP Provides to the DoD

As a subset of PM MEP’s Executive Agent role to provide tactical electric power to all the Services, and environmental control capability to the Army, PM MEP provides centralized electric power to enable Program Executive Office Command, Control, Communications-Tactical’s (PEO C3T’s) digitized command posts. Specifically, tactical electric power is provided to enable mission loads in Tactical Operating Centers (TOCs) in infantry, mechanized and airborne divisions and Stryker brigade combat teams.

Command posts are the nerve center of operating forces, and as digital technology has advanced, they increasingly must have continuous, reliable, quality power for communication with higher and subordinate units, computer operations, and other purposes. Command Posts operating in the field rely on tactical quiet generators as an integral part of their equipment. Without tactical electric power, the digitized battlefield would cease to exist.

Centralized power involves fewer, larger generators supplying continuous power rather than the use of more numerous and smaller generators, which are subject to interruption. Specifically, centralized power is supplied continuously via power plants—two connected generators, one of which is always operational—offer 100 percent backup. Power is distributed via Power Distribution and Illumination System, Electrical (PDISE), equipment. The result is a continuous source of electric power to enable all the mission elements of a tactical operations center to operate as required.

History of PM MEP

In July 1967, DoD directed the establishment of a joint service project management office for Mobile Electric Power with the U.S. Army as Executive Agent/Lead Standardization Activity. Research, development, and acquisition authority is derived from DoD Directive and Army and Joint Service Regulation. In the early 1970s, PM MEP developed and fielded the first generation of mobile electric power generating systems, Military Standard (MIL-STD) generator sets. In the 1980s, modernization efforts to reduce fuel consumption, improve reliability, convert to Single Fuel Use and increase the use of commercial products/components lead to the second generation, Tactical Quiet Generator (TQG) generator sets which began fielding in 1993. Beginning in 2000, efforts to further increase reliability, maintainability, reduce fuel consumption and size/weight were initiated, leading to the next generation standard family – Advanced Medium Mobile Power Sources (AMMPS). The AMMPS program is currently under development and scheduled for fielding beginning in 2010. The Next generation of Small Tactical Electric Power (STEP) and Large Advanced Mobile Power Sources (LAMPS) are scheduled to start development in 2010 and 2015, respectively.

Environmental Control Units (ECU) have a similar history with early models called Military Standard (MIL-STD) units. PM MEP acquired the Army mission for Improved ECU (IECU) in 2005. The first IECU units (60k BTUH) are currently in low rate initial production and scheduled for fielding beginning in 2009. Development plans are underway for 9k, 18k, and 36k BTUH IECU. Potential future power and environmental technologies such as fuel cells, thermophotovoltaic, Stirling, co-generation, solar, wind, and hybrid-electric power, and intelligent power management controls are actively monitored for maturity and potential Military application.

Product Manager Small Power Sources

The Small Generator sets provide utility power for a myriad of applications throughout the Department of Defense. Project Manager, Mobile Electric Power provides modernized, diesel fueled, lightweight, portable, reliable, rugged generator sets for use in the most demanding military applications and extreme environmental conditions.

As a subset of Department of Defense Project Manager Mobile Electric Power is to provide environmental control capability to the Army, Product Manager Small Power Sources is assisting in conducting centralized cooling studies to better enable Program Executive Office, Command, Control and Communications Tactical's (PEO C3T’s) digitized command posts to meet mission requirements.

Product Manager Medium Power Sources

Product Manager, Medium Power Sources provides standardized, diesel fueled, lightweight, portable, reliable, rugged generator sets for use in the most demanding military applications and extreme environmental conditions. The Tactical Quiet Generators provide power for a myriad of applications throughout the Department of Defense and provide power for 82% of all Army tactical power needs.

Command posts are the nerve center of operating forces, and as digital technology has advanced, they increasingly must have continuous, reliable, quality power for communication with higher and subordinate units, computer operations, and other purposes. Command Posts operating in the field rely on The Medium Power Sources Team’s Tactical Quiet Generators, and Power Units and Power Plants as an integral part of their equipment. Without tactical electric power, the digitized battlefield would cease to exist.

Product Manager Large Power Sources

Army standard Tactical Quiet Generators, Deployable Power Generation & Distribution Systems and Power Distribution Illumination Systems Electrical produced by the Product Manager - Large Power Sources supply high quality electric power and distribution to meet tactical demands within the Department of Defense.

Major Accomplishments

PM MEP provides over 125,000 generators totaling 2.1 gigawatts of power to the Department of Defense—equivalent to two Hope Creek Nuclear Power Plants in New Jersey.

PM MEP, DLA Tobyhanna, CECOM and United States Transportation Command (TRANSCOM) shipped 426 Tactical Quiet Generators (38 truckloads) to Charleston APOE within 9 days of notification in response to an urgent Operational Needs Statement to be shipped to theater via 11 strategic lift aircraft.

The next generation of Improved Environmental Control Units will reduce fleet fuel consumption by 6.3 million gallons per year when fully fielded.

The next generation of Advanced Medium Mobile Power Sources generators will reduce fleet fuel consumption by 52 million gallons per year when fully fielded.

On May 29, 2008, the U.S. Army celebrated the delivery of the 20,000th 3kW Tactical Quiet Generator (TQG) at DRS Fermont in Bridgeport, Connecticut.

The Command Post Central Power Solution reduces Army Division fuel consumption by 275,000 gallons per year, 71,000 maintenance man-hours per year, and carbon dioxide emissions by 2,400 tons per year.
