  • Any observer state of the United Nations, when it is in existence.
  • Any other state which has control over most of its territory, has declared independence, and has diplomatic recgonition from two or more other Sovereign States
• Dependent Territories
  • Any colony, vassal, protectorate, overseas territory, mandate, or trust tertitory that does not comprise an integral part of another sovereign state.
  • Any area of special sovereignty or territory under international administration
  • Any territory on the United Nations list of Non-Self-Governing Territories, when it is in existence.
• Unrecognized Territories
  • Any sovereign state which has declared independence and has control over its territory, but lacking recognition.
  • Any puppet state.
