Biography
Personal life
Fuat Dibra was born in Dibra (present-day Debar) to a wealthy landowning family. He is a distant cousin of Nexhmije Hoxha, Enver Hoxha's wife. The families are quite resentful of each other due to their different ideologies. Nexhmije Hoxha claims that Dibra was very wealthy and had estates in Istanbul, Switzerland and France; and that he recklessly spent his fortune in Paris. However, the claims of Dibra being a bachelor like figure were propagandic rants by Hoxha and like minded figures.
Political life
Fuad Dibra was one of the Albanian delegates to the Paris Peace Conference of 1919. He had spent all his great fortune to provide the expenses of the Albanian delegation. After the conference, Dibra was elected the Minister of Internal Affairs in the Principality of Albania.
After King Zog had fled Albania on the eve of Italian invasion, Dibra became a member of the Albanian High Fascist Council of Corporations. However, he resigned because he was unwilling to share the responsibility for the strong measure being taken by the quisling administration.
He had been of great assistance to the Albanian delegation at the Peace Conference of 1919-1920, but was misled into believing that Albania could be defended against the aggression oh her Balkan neighbours with the help of the Italian invaders; and so he had endeavoured to collaborate with the latter, Germany.
Fuat Dibra was elected by the Germans as one of the four members of the High Regency Council. An influential figure, Dibra did not last as he died in February 1944.
