He completed his undergraduate medical studies, earning his Bachelor of Medicine (, S.Ked) and Doctor of Medicine (, dr.) degrees from the Faculty of Medicine at Brawijaya University in Malang. Following his specialized medical training, he pursued further postgraduate education in hospital administration, earning a Master of Management in Hospital Administration (M.ARS.) from Muhammadiyah University of Yogyakarta (UMY).

Medical and administrative career

Darwan spent his early career from 1999 to 2004 working in clinical administration as the Assistant Director of Medical Services at RSUD Cileungsi in Bogor Regency, West Java. Following the completion of his ophthalmologist specialization in 2008, he established specialized clinical operations across the Kediri region, practicing at RSU Daha Husada, RS Muhammadiyah Ahmad Dahlan, and JEC Java @ Kediri.

In 2018, Darwan entered public service management within the East Java Provincial Health Office. He was appointed acting head of medical services at the UPT Leprosy Hospital in Kediri (UPT RS Kusta Kediri), later becoming the full director of the institution from January to September 2022.

In October 2022, he was appointed as the director of RSUD Daha Husada Kediri. In this role, he has led the hospital's digitization efforts, overseeing the integration of outpatient care programs and digital info suites such as "VIVI DAHA", "MAKASI MAMI", and "MAMA ADEL".

Professional organizations

Darwan is highly ACTIVE within institutional medical policy bodies in East Java. He serves as the Chairman of the Organizational Division for the PERDAMI Malang Branch. Locally, he served as a board member for the Welfare Division of the IDI Kediri Branch from 2017 to 2020, before taking over as the Chairman of the IDI Government Policy Advocacy Division for the 2021–present term.

Transformation of RSUD Daha Husada Kediri

RSUD Daha Husada originated as a specialized facility for leprosy treatment established in 1956, officially opening its doors in 1958 under the name UPT Rumah Sakit Kusta Kediri. Following regional healthcare development policies enacted by the East Java Provincial Health Office, the facility was transitioned into a general hospital layout to extend broader medical access to the community.

Upon assuming management as the Director of RSUD Daha Husada, Darwan managed several infrastructure adjustments:

  • Surgical facility updates: Overseeing upgrades to positive-pressure operating suites equipped with HEPA filtration setups suited for microsurgery, including ophthalmic and ENT clinical work.
  • Service expansion: Assisting the hospital's expansion from a dedicated leprosarium structure to general health clinics encompassing internal medicine, pediatrics, general surgery, and obstetrics.
  • Public transparency systems: Reorganizing internal data handling systems to form a functional information management layout under the regional Information and Documentation Management Officer (PPID) framework.

Clinical practice

Darwan's clinical operations are based in the Kediri region, where his practice includes general ophthalmic diagnostics, refractive management, and intraocular surgeries.

Scope of practice

His clinical duties cover several distinct areas of eye care:

  • Cataract surgery: Performing lens extraction via phacoemulsification alongside standard intraocular lens (IOL) implant placement, as well as extracapsular cataract surgery for advanced cases.
  • Ocular surface disorders: Medical and surgical management of corneal ulcers, keratitis, pterygium tissue removal, and chronic dry eye issues.
  • Glaucoma evaluation: Regular intraocular pressure monitoring, visual field assessments, and medical therapy management for progressive optic nerve conditions.
  • Minor ophthalmic interventions: Removal of corneal foreign bodies, chalazion treatment, and basic eyelid trauma care.
  • Routine vision screenings: Basic refraction exams, pediatric visual acuity evaluations, and color blindness testing.

Institutional affiliations

Darwan holds medical staff privileges and consulting positions at multiple regional facilities:

  • RSUD Daha Husada Kediri: Attending specialist within the hospital's outpatient eye clinic and ambulatory surgical unit.
  • RS Muhammadiyah Ahmad Dahlan Kediri: Consulting ophthalmologist providing scheduled outpatient services.
  • RS Aura Syifa Kediri: Formerly provided contracted medical services and equipment leasing prior to late 2023.

In early 2026, private medical center corporate disputes involving Darwan led to consecutive criminal and civil actions in the Kabupaten Kediri courts.

Financial dispute and criminal complaint

Between May 2022 and August 2023, Darwan maintained a service provision contract with RS Aura Syifa, a private medical facility situated on Jalan Joyoboyo in Ngasem, Kediri Regency. Under this layout, he provided outpatient specialty care and leased clinical eye microsurgery hardware to the hospital. Over this period, contract disputes over unremitted physician service fees and medical hardware rentals resulted in an outstanding balance exceeding IDR 5.1 billion. To settle the debt, the private hospital administration issued a commercial bank check via Bank Negara Indonesia (BNI) valued at IDR 2 billion. Darwan attempted to cash the instrument at a BNI branch office in Kediri City on October 24, 2023, where it was rejected by banking staff due to insufficient funds. After initial private settlement talks broke down, Darwan's legal counsel filed a formal criminal petition at the Kediri Police Station in April 2026 citing fraud and embezzlement statutory definitions under the Indonesian Criminal Code (KUHP).

Personal life

Darwan lives in Kediri, East Java. He is married to Silvia Kamila Nur Fauziana Rahma, whose brother, Marsekal TNI (Purn.) Hadi Tjahjanto, previously held office as the Indonesian Coordinating Minister for Political, Legal, and Security Affairs. Their son, Muhammad Raynan Rizky Akbar, is an activist, medical student, student organizer, and youth advocate at Brawijaya University.
