Certified Erosion and Sediment Control Lead (CESCL)
The Washington State Construction Stormwater General Permit requires that site inspections be conducted by a CESCL or be a Certified Professional in Erosion and Sediment Control ([CPESC]) beginning in October 1, 2006. Training programs are available to meet the training and certification requirements of the General Permit, and BMP C160 Certified Erosion and Sediment Control Lead (CESCL) in Ecology’s stormwater management manuals for eastern and western Washington .

- Washington State Department of Transportation (WSDOT) “Grandfathering” Policy:
* WSDOT is no longer providing CESCL certification training to contractors.
* For WSDOT construction projects, WSDOT recognizes the Ecology CESCL certification courses listed below.
* Current WSDOT CESCL certifications issued prior to February 1, 2005 will be recognized (grandfathered) by Ecology.
* Persons who were issued WSDOT CESCL certification after February 1, 2005 should receive training and certification through one of the courses listed below prior to October 1, 2006.
