Buckinghamshire County Council (BCC) are in the early stages of consultation on a waste management strategy, and have proposed the adoption of an Energy-from-Waste (EfW) facility of capacity around 210,000 tons per annum to manage most of Buckinghamshire's non-recyclable waste. It has been proposed by BCC that this facility might be located in Aylesbury Vale at College Road North, Aston Clinton, near Aylesbury.
Currently Buckinghamshire imports significant quantities of waste from other local authorities, including from the Greater London area. An estimated 360,000 tons per annum from the London area is disposed of in the Calvert landfill site.
Opposition
Residents in the area have formed an action group (Aylesbury Chilterns Resistance to Incinerator Development - ACRID ) to campaign against the proposals, on grounds of poor location and the concern that more of London's waste might be imported into the area for incineration.
Residents in South Bucks have also formed an action group (Buckinghamshire Residents Against Incinerators - Brains) to oppose the proposals, on the grounds that the health hazards caused by emissions are unknown, unacceptable increase in HGV traffic to and from the site, other technologies, e.g. plasma gasification, have not been examined sufficiently, and a distributed approach with smaller facilities near to sources of waste would be fairer and possibly more economic.

Basic Theory Introduction
A theory centering around societal depedence on technology, as well as contradicting norms, laws and titles. Basing around many past, suggested ideals, the theory is a branch of existentialist ideals, of non-existence, and realistic views, of the futility of human existence. The theory suggests that technological implements, as well as the title of "democracy" are simple soothers, implemented by society, to secure citizen and inhabitant participation and co-operation.
Basics
When one steps out onto the street, one is constantly monitored. Not necessarily by the governing bodies, nor even any figures of authority, however, others, other societal members participate in the monitoring of any individual. When one notices a crime in progress, it is reported through an advanced network of communication; or 911. Indubitively, one would interpret this as a gesture of kindness, not a monitoring act, however it is both, in this case more significantly a case of measurement. It is such a simple act as this that represents the inherent flaw in the system and founds the basis of the theory. In this way, by imprinting the ideal that phoning 911 is an act of kindness, playing on the human psyche's ability to differ between morale value and self preservation.
The theory in basis relies on three points:
1) Society is not the enemy but instead a necessary implementation of Human character
2) Individual is susceptable to interpretation and categorization, de-construction through ideas, others ideals and society
3) Societal Individuals (those who govern) are the enemy, and the face of the implementation of human will over felllow man.
Society as explained in this case is not the enemy, and those who rebel in form of appearence, or by adjoining to pre-established ideals on a large somewhat commercial scale, are defining a seperate branch of societal norm, contradicting the initial purpose of defying society in whichever way that person chose. As such, those who oppose basic societal principles must accept society's deep rooted position, and the futility of buying into one particular group, in opposition to another. Capitalism for example is a basis for North American society, ensuring the continuing success of some, while destroying others, beneath a mountain of capital gain margins, put far before their rights or even the care for their well being. If it were possible, society would maximize a handful of persons, while oblitering all un-pleasant things, such as those without any wealth to speak of. This would define the "utopia" as we know it, with perfect environmental conditions and structures added to the environment. In the same way however, Society is the friend of all those who understand its framework.
Imagine society as a pyramid:
1) The base layers being the backbone of society, the citizen. 2) The next layers, those who design and create, and pass down the force for creation to the base layers, whom support the whole process 3) The final, top layers being the ruling class, from where all orders are given , in this case metaphorically in what way the base layers should support the rest of the pyramid.
As such, one can see, potentially literaly the futility of human existance. As the egyptians constructed pyramids, died slowly, then diseapeared altogether, so will modern society. It is this basic thought that governs the theory herein. Society has no founding base from which to understand its existence and all measures of existence are relative only to basic measures of existence defined on an extremely small scale. For example, American assertion of dominance and its ability to invade, and occupy sovereign nations is a measure in the minds of those in power American power. In this case however, what is American power? Has it any significance when one considers that on a long enough timeline the survival rate for everything drops to zero. Does this power and dominance mean anything to anyone but those who pervade its principles with its relevancy to very few. Thus, why should any live in fear of, or even paying any mind to American assertion of dominance. In fact, if complete chaos ruled, one might be able to put a more realistic perspective on the events which take place, as opposed to the very sterile and short sighted relavance in relation to a larger model of existance and events. Thus the theory contradicts itself, coming back to the title. As one reflects on what has been stated prior to this point, it is evident that this has no relevance to the actual theory, but instead sets the stage for the basis which has been set and accepted at this point. It is futile to ignore the basic realistic perception that all will die, and nothingness as we know it, since we cannot conceptualize its reality, will dominate "soon" when put relatively in comparison with the rest of existence. The theory permeates the basic fear of death that all harbor, which defines and causes the rationality which all, or at least most live with. Without this society would be completely archaic, and would defy itself with every motion, wherein every kind act woul dbe counteracted with an equal and opposite reaction, at some other time or in some other place.
